Governance and risk management for regional local government.

RegsTrack reads your procedures the way an auditor would: against WA legislation, WHS regulations, ISO checklists and your council's own policies. It tells you where the gaps are, cites every source, explains each one in plain words, and leaves the decision with a person.

Built for shires, towns and cities in Western Australia. Your records stay in Australia.

Three things it does

Review a procedure

Upload a policy or operating procedure. RegsTrack checks it against the Local Government Act, the WHS Regulations, WorkSafe codes, ISO checklists and your own policies, and returns a gap report: what it meets, what is partial, what is missing. Every finding cites its source.

Keep an AI register

One entry per AI tool or automation the council uses: who owns it, what data it touches, where a person checks it. Check any entry against ISO/IEC 42001, the State Records Act and WHS psychosocial rules.

Ask a question

"We want to buy a grader for $180,000. What must we do?" The answer fuses the Act, the Regulations and your purchasing policy, and cites each one.

What a gap report looks like

A pool operations manual, checked against WHS and the Aquatic Facilities Code. Twenty findings. This is one of them.

Each finding shows the requirement, the exact sentence in your procedure that addresses it (or "not found"), the gap, suggested wording, and a plain-language note for a councillor or new manager.

MissingHigh risk

Manual chlorine and pH tests at the required daily frequency; automatic controller readings are not a substitute.

WA Health Code of Practice — Aquatic Facilities, s 15

In the procedure: not found.

Gap. The manual describes the dosing equipment but never sets out the hand-testing routine or says that the controller gauge is not enough.

What this means. A faulty controller can read fine while the water is unsafe. Staff must test by hand with an approved kit and write the result down.

How it behaves

These are not promises in a prompt. They are enforced in code, and a council can read the audit log to check.

  1. It cannot approve anything. Every report is marked for human sign-off, and the flag is set by the server, not the model.
  2. It cannot answer without a citation. A finding whose source was not in front of it is dropped, and the drop is recorded.
  3. It never says "compliant". It says Meets, Partial, Missing or Unclear against a named requirement. A person decides.
  4. Nothing is saved unless the audit entry is written first. The audit log is hash-chained: an edited entry breaks the chain.

The law library

  • Local Government Act 1995 and the Functions and General, Financial Management, Administration and Audit Regulations
  • Work Health and Safety Act 2020 and General Regulations 2022, with WorkSafe WA Codes of Practice: confined spaces, construction, hazardous chemicals, psychosocial hazards, consultation
  • Public Health, Aquatic Facilities, Food, Building, Planning and Development, Bush Fires, Emergency Management, State Records, Freedom of Information
  • Around 100 WA and Commonwealth instruments, kept current, plus RegsTrack ISO checklists for 9001, 31000, 45001 and 42001

Your own policies, local laws and procedures sit in a private layer that only your council can see.

Where your records live

Documents, reports, sign-offs and the audit log are stored in Australia. Nothing is used to train anyone's model. A one-page data handling statement is available for your IT manager and audit committee.

Who signs

The CEO or a delegated manager signs off a report. Councillors can read and ask, not sign. Every decision on every finding is recorded with a name and a time.
